During the early development phase, as the company prepared its bid to BC Hydro for an electricity purchase agreement, the financial, engineering and operational inputs were in constant flux. As new information became available, a disciplined process was required to evaluate, adopt and track project assumptions. The Plan of Record process created ensured the project model used only accurate information that had been approved by management and could be supported with facts.
